Dawn Bellwether, formerly known as Assistant Mayor Bellwether, is the main antagonist of Disney's 55th full-length animated feature film Zootopia.
She was the seemingly sweet and compassionate assistant mayor of Zootopia, eventually turned mayor of Zootopia until she was eventually revealed to be a powerful and manipulative criminal mastermind who attempted to create a new order where prey animals dominate the predators. Being repeatedly neglected her whole life, Bellwether developed a deep hatred towards predators and planned to make Zootopia a place where prey reign supreme and predators are labeled as savages. She used toxic flowers known as "night howlers" to create a chemical drug, which turned predators into wild savages. She is the former friend-turned-archenemy of Judy Hopps and Nick Wilde.
She was voiced by Jenny Slate.
